Decision and objectives

Practical task: Compare a pension-fund switch with a proposed cash withdrawal

Objectives: Distinguish pension fund allocation from system withdrawal; Read BEFAS as an access framework within a pension account; Reconcile vested amounts and exit deductions under supplied rules.

Required prior knowledge: C1T7L3. Classification: domestic. Revision: 2026-10-26. All fictional names, prices, rates, fees, calendars and tax schedules below are hypothetical unless explicitly identified as a dated document observation.

Pension funds are investment vehicles inside a pension-account framework. Switching funds can change economic exposure while leaving money inside the system. Withdrawing from the system is a separate action with its own procedures, deductions and benefit conditions. A fund's return is not the same as the investor's net cash available after leaving.

Mechanics

Bireysel Emeklilik Sistemi (BES) is the domestic individual pension framework. Bireysel Emeklilik Fon Alım Satım Platformu (BEFAS) supports offered other-company pension-fund choices through the pension-company channel. It is not an ordinary brokerage screen allowing unrestricted conversion of pension units into a bank cash balance. Confirm the plan's offered funds, applicable limits, procedures and fund dealing rules.

Separate the participant's contributions and investment value from any state-contribution account and conditional entitlements. Vesting means the portion of a benefit to which the participant is entitled under the relevant conditions. Current percentages, ages, time requirements and exceptions must be checked in applicable rules; the schedule below is invented for arithmetic only.

Price and return drivers

A fund switch typically sells existing units and acquires new units under each fund's calendar. Exposure can change while proceeds are in transit; any interim cash remuneration follows the actual rules. Withdrawal analysis starts with eligible participant and vested benefit values, then subtracts actual fees/taxes under their defined bases. Do not apply a tax rate to the entire balance if the governing rule taxes a narrower income component.

Worked case

Hypothetical pension account has participant value TRY 180,000, comprising TRY 150,000 contributions and TRY 30,000 gain. A separate benefit account is worth TRY 40,000; an invented vesting rule grants 25%, or TRY 10,000, on this exit. A fictional fee is TRY 500 and an invented tax of 10% applies only to the participant's TRY 30,000 gain; other benefits are assumed untaxed solely for this case. Net cash = 180,000 +10,000 −500 −3,000 = TRY 186,500. This is not an actual BES tax or state-contribution schedule.

Alternatively, the investor switches TRY 180,000 internally from Fund A at TRY 3 per unit (60,000 units) to Fund B at TRY 4, creating 45,000 B units before any specifically supplied switch charges. That transaction changes exposure, not entitlement to immediate external cash. Actual operational calendars still determine when B exposure begins.

Adverse case

During a hypothetical two-business-day switch interval, the target market rises 3%. If the cash amount remains TRY 180,000 while B's unit price rises from TRY 4 to TRY 4.12, only 43,689.3204 units can be bought, subject to actual unit rounding. A rising market can create opportunity cost; a falling market could have the opposite effect. Separately, assuming 100% rather than the invented 25% vesting in the exit case overstates cash by TRY 30,000. A fund-performance chart cannot resolve that entitlement question.

Practical use

Use current EGM guidance, the participant's plan/contract and official fund disclosures. EGM distinguishes fund-distribution changes from system exit; the BEFAS page describes the pension-company access route. Confirm current rules rather than memorizing allocation-change counts, contribution percentages or exit processing times. Costs may include plan charges, embedded fund expenses and exit tax. For actual tax identify income year, residence/status, entry/contribution dates, exit reason, relevant benefit/gain components and effective rules. The hypothetical schedules above are intentionally separated from those current checks.

Decision boundaries

Pension investing can fit long-horizon retirement objectives and an acceptable benefit framework. It fails an assumption that all displayed account value is immediately withdrawable without deductions. Decline using the pension account as the sole emergency reserve when exact withdrawal rights or cash timing are unresolved. An internal fund change may be appropriate for risk reallocation even when leaving the system would be costly; compare those decisions separately.

Practice and references

Exercise: hypothetical participant value TRY 120,000 includes TRY 20,000 gain; separate benefit account TRY 30,000, invented vesting 40%, invented tax 15% of participant gain only, fee TRY 200. Answer: vested benefit TRY 12,000; tax TRY 3,000; net exit cash = TRY 128,800. If instead TRY 120,000 switches internally into a fund priced at TRY 2.50, it buys 48,000 units before supplied charges; it does not create TRY 128,800 of bank cash.

Takeaway: pension asset allocation, benefit entitlement and system withdrawal are distinct decisions.
